The Streams API family, completed
This release completes the constructors for the Streams API, the plumbing modern pages use to move data through in pieces rather than all at once. The engine already had readable streams; this adds writable streams (drive an underlying sink through a writer, with writes delivered in order), transform streams (a writable end whose chunks pass through a transform onto a readable end), and the text encoder and decoder streams built on them - the pieces behind the common pattern of piping a response body through a decoder to read text as it arrives. Together with the readable stream already present, code that builds or wires a stream during load now constructs it instead of throwing on a missing class. Combined with the real cryptographic hashing and message authentication added over the last two releases, the measured Web API surface reaches 519 of 577, and this release nudges the Web APIs aspect to 47. The engine gate holds at 6375 of 6375 and the four stream constructors carry a test.
