Checkboxes stop vanishing in padded forms

A form-rendering fix. When a page put padding on its inputs with one blanket rule - a very common reset like input { padding: 9px } - that padding also landed on checkboxes and radio buttons, and inside a flexbox row (how most form rows are built) our engine let the padding consume the whole control, so the checkbox vanished and its label slid over. The padding is now added around the control, not into it, so it stays put and shows its tick.

What changed 3 changes

Rendering	Padded checkboxes and radios no longer disappear in flex forms. A blanket input padding rule used to collapse a checkbox to nothing inside a flexbox row; the padding now surrounds the control so it keeps its size and its tick.
Rendering	Only the broken case changes. Controls with no padding, controls outside flex rows, and every other layout render exactly as before; this fixes the specific flex-row-plus-padding combination that made the widget vanish.
Rendering	Found by rendering a real sign-up form and looking at it - the automated checks passed while the checkbox was missing from the page.
