When a page won’t load, the browser tells you instead of going blank

Three fixes for the moments a page does not come up. A page that can’t be reached - a mistyped address, a site that is down - now shows a clear message with a Try again button instead of a blank white screen. A tab whose page crashes offers a one-click reload and leaves your other tabs untouched. And a server that simply stops responding is now caught after a short wait rather than spinning forever - with being offline called out on its own, since that is a different problem with a different fix.
