Numbers convert to other bases the way the standard describes
Number handling brought closer to the standard. Turning a number into text in a base other than ten, like hexadecimal or binary, now works whether you start from a plain number or a wrapped one, and asking for a base outside the allowed range reports a clear error instead of quietly giving the wrong answer. Reading the underlying value back out of a wrapped number or true-or-false value now gives the exact value the standard specifies. Code that was already correct is unchanged. The JavaScript language aspect moves 97 to 98; the overall platform score stays at 70.
