Icon-button headers keep their height, rem grid spacing applies

Two precise layout fixes. A header or toolbar with an icon button in it - a search button, a menu toggle - no longer renders a few pixels taller than it should, which used to nudge everything below it down the page. And grid layouts that space their rows or columns in rem units now actually get that spacing: it was being dropped to zero, so rem-spaced footers and card grids collapsed together.

Rendering	Headers and toolbars that hold an icon button no longer render taller than they should, so the content below them stops shifting down the page.
Rendering	Grid layouts that space their rows or columns in rem units now get that spacing - it was silently dropped to zero, collapsing footers and card grids that relied on it.
Rendering	A rem length is now measured against the page's root text size the way other browsers do, instead of being misread and ignored.
